Dr. Arthur Palisoc

Dr. Arthur Palisoc is the Manager of the Analytical Engineering Section at L°¶Garde, Inc. He is responsible for managing the activities of the analytical engineering division, which include thermal, structural, and dynamics analyses among others. His responsibilities include strong interfacing with both the Mechanical and Electrical Design Personnel at L'Garde as well as the Manufacturing Department. He is the Program Manager of the Innovative Space-Based Radar Technology (ISAT) program at L°¶Garde where Raytheon is the prime contractor under funding from DARPA. He was also the Program Manager of the first two phases of the Large Radar Antenna (LRA) project under the Advanced Inflatable antenna Technology Program (AIAT). The objective of the LRA is to use the results of the previous phase of the AIAT program to develop inflatable-rigidizable structural support concepts for deployable large aperture space radar. Under contract with the Air Force Phillips Laboratory, he managed the Large Inflatable Structures (LIS) Program that looked into refining the manufacturing and analyses procedures needed for precision inflatable space structures. He was also the Program Manager and Principal Investigator of a three year NASA program to develop the Finite Element Analyzer for Inflatable Membranes (FAIM) computer code. He has also been in charge of the systems design of the IAE Surface Accuracy Measurement System (SAMS) °V the measurement system used to measure the surface shape and accuracy of the 14 meter IAE antenna while in orbit. Dr. Palisoc developed the algorithm and code to reduce the SAMS data and supervised the entire effort in its design, fabrication, and test. The SAMS system was used to measure the surface of the 1/5th sector (3 meter diameter) of the IAE antenna. The SAMS heritage may be traced back to the Digital Imaging Radiometer (DIR) system developed by McDonnel Douglas. Dr. Palisoc was a Fellow of the NASA Institute for Advance Concepts (NIAC) in which he was a recipient of a Phase I Grant to look into the holographic correction of membrane mirrors for astronomical telescopes. Another program Dr. Palisoc managed was a DII (Director°¶s Innovation Initiative) program from the NRO that looked into earth-bound imaging applications of large membrane apertures. Since he joined L°¶Garde, Dr. Palisoc has developed a number of analytical tools including thermal codes, ray-tracing codes, orbit-decay codes, gravity-gradient codes, and spacecraft orbit dynamics codes among others. While a graduate student at the University of California in Irvine, he developed a method of increasing the execution speed of thermal design codes for integrated circuit devices and packages by at least 3 orders of magnitude. This is a significant development in this field °V it meant that real-time thermal design of electronic devices is now possible.

During the 1992-1993 school year, Dr. Palisoc was an Adjunct Assistant Professor at the California State University in Long Beach California.  He volunteered his services as a °ßVolunteer from Industry°® to help ease the workload of regular faculty members in the engineering department. He is currently a part-time lecturer in Electromagnetics at the Electrical and Computer Engineering Department of the University of California in Irvine.

Before joining L°¶Garde, Dr. Palisoc worked at Symult Systems Corporation on research into parallel algorithms in the solution of engineering and scientific problems.
